Five Natural Capital Lessons for Ireland's New Housing Estates

Why biodiversity-rich housing developments deliver stronger returns, greater resilience and more liveable communities.


Natural capital refers to the stock of natural assets, such as air, water, soil, habitats and biodiversity, that provide benefits to people and the economy. These benefits, known as ecosystem services, include flood protection, climate regulation, cleaner air, recreation and improved health. In short, natural capital is the value that nature provides to society.


Investing in biodiversity-rich housing developments strengthens natural capital while creating healthier, more resilient and more desirable places to live. Many of these interventions take the form of nature-based solutions, such as native trees, wetlands, rain gardens and sustainable drainage systems. As well as supporting biodiversity and resilience, nature-based solutions are typically low-carbon alternatives to conventional grey infrastructure and can actively sequester greenhouse gas emissions from the atmosphere, making them increasingly important in responding to the climate crisis.


As Ireland seeks to address both housing needs and biodiversity decline, the concept of natural capital offers a useful framework for understanding how new development can support people, nature and long-term prosperity.


When we build homes, are we also building natural capital?


Ireland has a plan to build 300,000 new homes by 2030 (Link). At the same time, over 90% of Ireland's EU-protected habitats are in "unfavourable" condition, with over half continuing to deteriorate (Link). In a study published by the Natural History Museum in London, the Republic of Ireland was ranked 13th from the bottom out of 240 countries for biodiversity intactness (Natural History Museum, 2020). Too often these challenges are presented as competing priorities. Yet the evidence, as discussed in our review, suggests the opposite: biodiversity and housing can be delivered together, with benefits extending well beyond the site boundary.


To explore this opportunity, Natural Capital Ireland and the Irish Green Building Council (IGBC) recently published a literature review, Exploring the Costs and Benefits of Protecting and Enhancing Biodiversity in New Residential Developments (Byrne & Lane, 2026). The review examines the evidence for integrating biodiversity and nature-based solutions into housing developments and reaches a clear conclusion: nature should be viewed not as a compliance obligation, but as a strategic asset that generates long-term value.


Here are five key lessons for anyone involved in creating new housing estates.


1. Biodiversity is infrastructure, not simply landscaping


A natural capital lens asks a simple question: what services does nature provide?


Trees, wetlands, rain gardens and green spaces do far more than make places look attractive. They manage rainwater, reduce flooding, improve air quality, cool neighbourhoods during heatwaves, store carbon and support physical and mental wellbeing. As nature-based solutions, these features can often deliver these services using significantly less embodied carbon than conventional engineered infrastructure, while simultaneously sequestering carbon in vegetation and soils. These are real services that would otherwise require expensive engineered infrastructure.


The positive benefits of nature on our physical and mental health is frequently cited, with one study finding that as little as 10 minutes in a natural environment can help you feel happier and lessen the effects of physical and mental stress (Cornell, 2020). 


The literature review highlights international evidence showing nature-based infrastructure can be on average 42% cheaper and create 36% more value than grey infrastructure when avoided costs and wider benefits are included.


For housing estates, this means biodiversity should sit alongside roads, drainage and utilities as essential infrastructure.


2. The strongest returns come from multiple benefits at once


Traditional cost-benefit analysis often struggles to capture nature's full value because benefits appear across different sectors and over long timescales.


For example, rain gardens are shallow, vegetated basins designed to intercept, retain, and filter rainwater runoff from roofs, driveways, and other impermeable surfaces.

A single rain garden can:

  • Reduce flood risk

  • Improve water quality

  • Support pollinators

  • Enhance visual amenity

  • Increase resident wellbeing

  • Reduce pressure on drainage networks

  • Sequester greenhouse gas emissions.


Viewed through a natural capital lens, these multiple benefits create value across housing, health, climate mitigation, water management and biodiversity objectives simultaneously.


3. Trees are among the highest-performing natural capital assets


Of all nature-based solutions examined in the literature review, trees consistently emerge as some of the highest-performing natural capital assets.


Research from Dublin City University and the Royal College of Surgeons in Ireland by Clinton et al. (2026) suggests that urban trees and other natural assets should be treated as depreciable capital assets, requiring ongoing investment and maintenance to sustain their long-term value. The study found that the costs of tree planting and maintenance were outweighed over time by benefits including improved stormwater retention, reduced air pollution and associated public health gains. The authors therefore contend that maintenance funding should be viewed as an investment in urban natural capital rather than a discretionary expenditure.


Additional studies cited in the review found:

  • Property values increase where tree canopy and green space are abundant.

  • Ten additional trees on a city block can deliver perceived health benefits comparable to a significant increase in household income.

  • Urban tree cover can reduce summer surface temperatures by up to 12°C.


Trees also play a vital climate role by capturing and storing atmospheric carbon over their lifetime. In the context of new housing developments, tree planting (focusing on native species) represents one of the most visible and cost-effective nature-based solutions for combining biodiversity enhancement, climate adaptation and carbon sequestration. In other words, trees generate a measurable return on investment through the services they provide year after year.

4. Nature-Based Water Solutions: Delivering for Housing and Biodiversity


Water sits at the centre of several challenges facing new development in Ireland. Wastewater capacity constraints, flood risk, declining water quality and habitat loss all influence where and how new homes can be built. Addressing these issues through integrated water management can therefore support both housing growth and environmental improvement.


Nature-based solutions such as rain gardens, swales, ponds, wetlands and sustainable drainage systems (SuDS) are increasingly recognised as effective tools for managing water within developments. These solutions are also generally lower-carbon than traditional grey infrastructure approaches and can contribute to carbon storage in vegetation and soils, making them attractive options as Ireland seeks to reduce emissions while expanding essential infrastructure.


By slowing, storing and naturally filtering water, they can:

  • Reduce pressure on drainage and wastewater infrastructure

  • Lower flood risk

  • Improve water quality

  • Create habitats for wildlife

  • Enhance the quality and attractiveness of public spaces

The benefits of nature-based water infrastructure extend beyond individual development sites. Dunhill's Integrated Constructed Wetland in County Waterford offers a practical example of how natural systems can provide essential water services while delivering wider environmental and community benefits. It demonstrates how nature-based water infrastructure can help overcome the infrastructure bottlenecks that often constrain housing growth.

As housing delivery increasingly encounters water infrastructure constraints, nature-based solutions are becoming more than an environmental enhancement. They have the potential to form part of the enabling infrastructure needed to support future growth.


5. Nature makes places more desirable

Most homebuyers do not choose a neighbourhood because it contains "natural capital". Yet people consistently place a premium on access to nature, trees, waterways and quality green space.


The review highlights evidence from Dublin showing that a 10% increase in park space within two kilometres of a home is associated with a 5.5% increase in property value.


Developers already market proximity to parks, trees, waterways and biodiversity as premium features. Residential developers such as Berkeley Group and Human Nature are increasingly placing nature at the centre of their development model, not the margins.


The implication is that biodiversity is not simply delivering ecological value. It is shaping demand, placemaking and long-term market attractiveness.


Taken together, these lessons suggest that biodiversity is not a competing priority to housing delivery. It is an essential ingredient in creating places that are resilient, healthy and attractive over the long term.


The natural capital takeaway


The review challenges a common assumption in housing development: nature is not a cost to be managed at the margins of a project, but an asset that creates lasting value.


Trees, wetlands, rain gardens and green spaces are not simply environmental features. They are forms of natural capital that reduce risk, improve health, enhance biodiversity, sequester emissions, build climate resilience and make places more attractive to live in.


As Ireland continues to address its housing needs, the most successful new developments will not simply accommodate people. They will invest in natural capital, allowing nature and built infrastructure to work together to create thriving communities for generations to come.
